bug-tracker: add input-side check — look up matching issue before starting work
The close-with-comment rule only covers the output side. Without checking the tracker when starting work, fixes get committed but matching issues stay open (exactly what happened with #13). Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
