voip: VWP park extension 107 (Payroll) - shared mailbox

Extension 107 (Payroll) marked as PARKED pending decision on shared mailbox setup. Removed from CSV bulk import (11 -> 10 users). Updated all documentation to reflect new counts: 13 matched, 1 shared, 4 parked. Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
