Root Cause: Wrong RPS provisioning server URL in YMCS.

Device Assignment Workflow
Strategy: Users created WITHOUT devices. Devices assigned later as phones physically distributed.
Per-Phone Process:
- User provides last 4 digits of MAC address
- Create SIP device in PacketDial → get auto-generated password
- Create YMCS SIP account with that password
- Bind account to physical phone by device ID
- Reboot phone → registers and ready to use
